In the viscous sub layer. The flow is mostly laminar. This means that there is a linear relationship between the Wall Units.

$$\frac{\partial u^{+}}{\partial y^{+}}=1$$ $$u^{+}=y^{+}$$

This behaviour is consistent up to $y^{+}\approx 5$
